About Lawfare4All

The history of Lawfare4All.org began before the website itself.

On September 11 and 12, 2019, the Federal University of Goiás (UFG), in Goiânia, hosted the seminar Lawfare em Debate, bringing together researchers, legal scholars, journalists and other participants to discuss the strategic use of law, the relationship between the justice system, politics and the media, and the institutional consequences emerging from that period.

The seminar took place in the context of Operation Car Wash and the Vaza Jato revelations, when debates over judicial selectivity, procedural exceptionalism, the criminalization of politics, sovereignty and the role of the media had moved beyond the courts and become central to Brazilian democratic life.

The lectures and discussions held at UFG gave rise, in 2020, to the book “Lawfare: An Elite Weapon for Democracy Destruction”, edited by Osmar Pires Martins Junior and published by Egress@s Publishing.

The book brought together different perspectives on the phenomenon and helped establish the intellectual foundation from which Lawfare4All would develop.

From the book to the network

What began as a record of an academic debate became a permanent initiative.

Lawfare4All.org began publishing analysis, articles, research and books not only about the events surrounding Operation Car Wash, but also about the broader relationships between law, power, communication, institutions and democracy.

Over time, the project expanded its scope.

Lawfare came to be examined not only through specific political or judicial episodes, but also as an institutional and communicational phenomenon: how public narratives are constructed, how legal procedures acquire legitimacy, how institutions respond to crises and how legal decisions can produce political, economic and social consequences.

An archive since 2020

A fundamental part of this trajectory is preserved here.

Lawfare4All maintains an archive of its publications since 2020, allowing readers to follow not only the events analyzed over the years but also the evolution of the debate surrounding lawfare itself.

This collection serves as both an editorial memory and a research source on a period of intense institutional transformation in Brazil and other democracies.

Research, education and public knowledge

Today, Lawfare4All.org brings together research, publications, books, journalism, podcasts, courses, case studies and analytical tools.

The platform has also expanded its agenda to include public governance, access to information, institutional integrity, public communication, press freedom and democratic resilience.

Our work engages particularly with the United Nations Sustainable Development Goals:

From Goiânia to the global debate

The 2019 seminar at UFG began with a Brazilian question.

The project that emerged from that debate eventually came to ask a much broader one:

How can we understand, document and make publicly intelligible the relationships between law, power and democracy?

That question continues to guide Lawfare4All.
